1. On 4 February 2025 the Appellant sought to appeal the decision dated 22 January 2025 of the Registrar of Approved Driving Instructors to refuse the Appellant's trainee licence application. However, on 30 May 2025 the Appellant for the third time failed the instruction ability test and thus no further trainee licence can be granted under Regulation 14(b) of the Motor Cars (Driving Instruction) Regulations 2005. 2. Because it would be illegal for the Appellant to give any further instruction for reward or payment under a trainee licence, the Tribunal has no power to allow the appeal.
